The above image shows the structure of Portland, Oregon, government as of 7/1/2024. The Mayor appoints the City Attorney, Chief of Police, Chief of Staff, and City Administrator, all of whom have to be approved by the City Council. City activities are divided into six portfolios of bureaus and offices, each with a Deputy City Administrator: Budget & Finance, City Operations, Community and Economic Development, Public Safety, Vibrant Communities, and Public Works. Each portfolio corresponds to a 3-person City Council committee that will develop policy to present to the full 12-member City Council.
